Fix gen_insights_package.py missing on release (#7650)
* Fix gen_insights_package.py missing on release

Fixes: https://github.com/espressif/arduino-esp32/issues/7649

* fixes gen_insights_package.exe for Win10 and Win11

* Add insights example to be compiled by CI
