Initial ADI MAX32690 Support

Adds initial support for the Analog Devices MAX32 MCUs. Includes port for the
MAX32690EvKit and rules for building blinky, self-update and erase-firmware.
Small update to board_api.h to include project macro for TUF2_MIN and TUF2_MAX.
