fs: allow enabling filesystems with FILE_SYSTEM_LIB_LINK

Browse source 
Update the Kconfig configuration to allow enabling the underlying
filesystems (e.g. exFAT), with only `FILE_SYSTEM_LIB_LINK` enabled.
