tests: CONFIG_TEST_USERSPACE selects CONFIG_USERSPACE

Browse source 
CONFIG_TEST_USERSPACE should select CONFIG_USERSPACE as they
should be enabled together. It is no use to enable userspace
tests without enabling userspace.
