The previous re-organization has the zephyr-keep-sorted defines
missing. Add them for the I2C drivers and targets. Also
moved lines to fix out-of-order violations.

When larger buffer index was introduced only function:
eeprom_target_write_received() was updated to handle
address-width = 16
This adds the same functionality when buffered API is used,
enabled by CONFIG_I2C_TARGET_BUFFER_MODE.

Add build-time assert to check if the size defined is actually addressable.
i.e: if address-width is set to 8, the maximum addressable size is 256
bytes.

Add a parameter to allow the configuration of the number of address
bytes used by the I2C master. This allows the driver to expose larger
buffer sizes.
Tested with standard linux at24 driver.

This patch adds the ability to change virtual i2c eeprom target address
at runtime using a single function.
Added CONFIG_I2C_EEPROM_TARGET_RUNTIME_ADDR as an optional Kconfig.

Create and use a new `zephyr,i2c-target-eeprom` compatible
within I2C eeprom target driver that allows to use
that driver along with real atmel at24 EEPROM simultaneously.
