2850841106 test: gpio: gpio_basic_api: enhance the gpio test 
1. add delay read config for platforms that has capacitor with pin
2. add dts pin flags to gpio_pin_config when output.

b83941db90 test gpio_basic_api: Add option to skip pulls test 
Some boards configuration may not support the pulls test
even if the underlaying SOC driver does support the feature.
Add the option to skip that test.
