The filter here should be used to filter for capability:
whether the platform configuration supports userspace. And if
it does support userspace, we then enable CONFIG_TEST_USERSPACE
(and thus CONFIG_USERSPACE) for testing. We should not be
filtering for whether userspace is enabled, but should really
be filtering for whether userspace is supported.

For some weird reasons, enabling ICOUNT would result in some
tests crashing QEMU. So disable ICOUNT.

This option (CONFIG_HEAP_MEM_POOL_SIZE) is not used for the tests.
Moreover it overrides the option, specified in the board's Kconfigs.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

For tests that set CONFIG_MP_NUM_CPUS, switch to using
CONFIG_MP_MAX_NUM_CPUS instead as we work to phase out
CONFIG_MP_NUM_CPUS.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20

This functions is being called across the tree, no reason why it should
not be a public API.
The current usage violates a few MISRA rules.

Add some error condition of testcases to verify whether the
robustness of API. Such as give a NULL to some API and check
the response if get result that we were expacted.
