The assumption of going through 100 iterations of allocating for
work queue is that the HEAP size is 1024 bytes. However, there
are platforms where the HEAP size is inflated due to subsystems
and/or drivers being included. So change the for loop into
a loop where it only stops until there is no memory to be
allocated.

These tests cannot be run in this architecture as it does not
support userspace.
Today they are filtered by kconfig, which works but spends
time running cmake.
As native_posix is a default test platform it is better
to filter it alltogether by arch, which saves quite a lot
of time.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

For tests that set CONFIG_MP_NUM_CPUS, switch to using
CONFIG_MP_MAX_NUM_CPUS instead as we work to phase out
CONFIG_MP_NUM_CPUS.

For functions returning nothing, there is no need to document
with @return, as Doxgen complains about "documented empty
return type of ...".

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20

The new API cannot be used from userspace because it is not merely a
wrapper around existing userspace-capable objects (threads and
queues), but instead requires much more complex and lower-level access
to memory that can't be touched from userspace. The vast majority of
work queue users are operating from privileged mode, so there's little
motivation to go through the pain and complexity of converting all
functions to system calls.
Copy the necessary pieces of the existing userspace work queue API out
and expose them with new names and types:
* k_work_handler_t becomes k_work_user_handler_t
* k_work becomes k_work_user
* k_work_q becomes k_work_user_q
etc. Because the replacement API cannot use the same types new API
names are also introduced to make it more clear that the userspace
work queue API is a separate functionality.
