Make sure we send IGMP report when re-joining the multicast group
when interface goes up after operative down event.

Add functionality to test the IGMP query handling. This test should
prevent the IGMP logic from sending IGMPv3 messages to IGMPv2 queriers.
The test does now also check backwards compatability when IGMPv3 queries
are received but only IGMPv2 is enabled.

Added extra testcases for the IGMPv3 protocol. The IGMP driver is
supposed to send an IGMPv3 report when joining a group.

Added igmpv3 support based on the already existing structure for igmpv2.
The already existing api is not modified to prevent breaking exisiting
applications.

rand32.h does not make much sense, since the random subsystem
provides more APIs than just getting a random 32 bits value.
Rename it to random.h and get consistently with other
subsystems.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

we must increase CONFIG_NET_IF_MAX_IPV4_COUNT value.

The IGMP test cases are designed to use DUMMY L2 and not on real
hardware. Add an "platform_allow" filter to only run on qemu
platforms.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20

The use of device_pm_control_nop is deprecated so remove it
from the test as it will give warning in CI.
