6b4beb9494 drivers: eth_esp32: fix function call as from hal
When external PHY has crystal, ESP32 can be configured
to use custom GPIO as clock source for it. However, due to
latest clock subsystem and hal updates, current driver
fails to build and blocks its usage.

cc29fc1182 driver: eth_esp32: fix shared clock check
Both MDIO and Ethernet drivers share the same clock subsystem.
After clock control update in #73807, clock_control_on()
now returns -EALREADY for already initialized clock subsystem.
As a result, ethernet driver won't initialize as needed.

55f2d72cd4 drivers: eth_esp32: allow selecting ref clk source
In case of boards where REF_CLK signal is not connected
to the GPIO0 by default add the possibility to use
the optional GPIO16/GPIO17 as a REF CLK source.

d7504ab474 ethernet: esp32: make phy a phandle of the ethernet device
Change the eth-phy definition so that the phy is pointed by a phandle
rather than a child node, make the phy device a child of mdio. This
makes more sense from a devicetree hirearchy where the phandles have to
be initialized before the device itself, allows keeping the priorities
in check with CHECK_INIT_PRIORITIES.

b279bfd2dd net: ethernet: Align Ethernet drivers/L2 with iface state upgrade
Align Ethernet/Wi-Fi drivers/L2 with interface state handling update.

For drivers, that did not support carrier detection, no changes are
needed.

Driver that did support carrier detection, are updated to set the
carrier state to OFF by default, instead of setting the
NET_IF_NO_AUTO_START flag. This allows to postopne the actual
NET_EVENT_IF_UP notification until driver detects that carrier is ready.
