Kumar Gala ed938bf7e7 toolchain: Fix selection of HAS_NEWLIB_LIBC_NANO for zephyr SDK 
HAS_NEWLIB_LIBC_NANO only should be set on arch that have nano.spec
which is ARM, ARC, and RISCV.
