crosstool-NG: Update to latest upstream.

Among other things, this brings reduced alignment for .rodata when
build with -Os, which may save noticeable amounts of RAM for bigger
projects (as .rodata goes to RAM to not be subject of access alignment
restrictions of cached ROM).
