Removed all the different get/set_Xcache routines and replaced them with get_cache/set_cache that controls the number of objects in each cache and the maximum size of the objects.

Additional patches to improve Python 3 support. Partial removal of coercion. See PEP 208. Coercion support no longer exists in Python 3. PEP 208 was implemented in Python 2.1 so this shouldn't be an issue for any supported platform.
