make: eliminate unneeded copies

use make to create simple standalone executable files for
   ngcgui,pyngcgui,gremlin_view,tooledit
instead of copying files from source tree

to add this patch, you may need to rm existing files:
  lib/python/gremlin_view.py
  lib/python/pyngcgui.py
  share/linuxcnc/gremlin_view.ui
