implement nonzero (#540)
* implement nonzero for Boolean arrays
* remove axtls from build script
* extend nonzero to ndarrays of arbitrary dtype, and iterable, fix float tests
* temporarily disable circuitpython tests
* add nonzero documentation
* Added test script for np.nonzero()
