1a3bbe814a changed the clock divider to 64 so now running at 128kHz 
cleaned up the code

This is really just redoing commit e72e54e11c after I had to merge so I could submit a pull request that actually works.

b875f3ffe5 removed half the data so the CPU could sleep twice as long. This shrinks the code and had no visible effect.

73c5ed2df4 This is a test of using the watchdog timer as an interrupt instead of the CPU counter loop for the delay between PWM value switches. 
This is not tested as I don't have a ATTiny4 to play with but it compiles in AVR Studio 5.
