introduce a new group of functions to convert to/from AXIS internal units
...
(which are always inches). Use these functions in most places we work with
units. Keep an eye out for newly-introduced units related bugs, but this
really is best in the long term (for instance, it allows us to fix the ABC-axis
readouts in metric settings)

It's not clear exactly why, or whether it's a bug in Tk or the icewm window
...
manager, but the manual toolchange dialog wasn't getting completely focused.
This change seems to "fix" the problem, but it's a bit janky.
Also, move the import of Tk and the creation of the application below
hal_ready() so that it doesn't block the startup of emc. Otherwise,
with cold cache, this added several seconds to the startup time.
